The Instigators

While lying low due to their injuries, Dr. Rivera—Rory’s therapist—unintentionally traumatizes herself helping Rory and his partner. Things start heating up again as they plan a return to City Hall—not just for the cash anymore; they intend to capture evidence that could expose rampant political fraud spanning multiple levels of government.

Dressed as firefighters, they breach City Hall’s defenses; retrieve funds along with incriminating hard drives; then negotiate with the incoming reformist mayor to trade safety for the evidence.
